Talia Adell Stinson, Performance Management Analyst, City of Philadelphia
With over 12 years of professional experience, Talia has dedicated her work efforts to being a root catalyst for social change. She has experience in the government, nonprofit and for profit sectors, ranging from tutoring/mentoring, management consulting, operations management and technology product development. All of her work experiences have challenged her to pay close attention to the details, think and act strategically to achieve success, and effectively analyze data and information to create impact.
After completing her undergraduate studies at the University of Pennsylvania (C’05), Talia began her post collegiate career at Score! Educational Centers. Within the first few months of her time at the center, she became the Center Director, managing both fulltime and part time staff. Her time with Score! was Talia’s initial foray into community engagement, a passion that has carried throughout each of her professional endeavors ever since. She then seized an opportunity to join TCC Group’s Philadelphia-based consulting team. As an analyst in the firm’s nonprofit practice, she was able to blend her community passion with a rich, comprehensive analysis skillset. Her projects ranged from strategic plan development, program evaluations, long-term capacity building initiatives, event planning, and national benchmarking scans. Talia introduced social networking to the firm, as she developed an online community platform for a California-based foundation’s grantees; this space encouraged best practice sharing, professional engagements and broad-based community support. Her work at the firm encouraged her to pursue a master’s degree (MPA ’10); she enrolled in the Fels Institute of Government’s Executive MPA Program at the University of Pennsylvania. She worked towards completing her Master in Public Administration and Certificate in Public Finance while continuing her professional pursuits at TCC Group; the combination of the two helped her to develop solid multitasking, organization and project management skill bases. Talia completed her graduate studies, and began her work with the Philadelphia School Partnership soon after. She joined the organization in its startup phase, leading process and operations development process for the organization. She concentrated on the development and successful launch of GreatPhillySchools, a data-driven bilingual multimedia initiative that helps families search for and compare school options in the Philadelphia area. Talia recently joined the City of Philadelphia in April 2016 and is part of the Office of Performance Management. The Office of Performance Management (OPM) supports City departments effective use of data to make more informed decisions about their programs and services. OPM collaborates with city leaders and staff to identify opportunities for improvement, share best practices, measure, track, and report on the progress towards major goals and initiatives.
Outside of work, Talia has been a diligent advocate for civic engagement and the arts. She is the Vice Chair of the Board of Directors for Art-Reach, a local nonprofit that creates, advocates for, and expands accessible opportunities in the arts so the full spectrum of society is served. She is also a 2014 graduate of the Arts & Business Council of Philadelphia’s Business on Board program. Other past volunteer endeavors include work with the Philadelphia Young Democrats, where she encouraged civic engagement and progress in local communities. Talia has also published several poetry pieces in national anthologies, including Inkwater Ink: Volume 3 (2007) and Inspirations (2008).
